Place 1 cup (250 ml) water, sugar, honey, cardamom and cinnamon in a small saucepan. Bring mixture to boil, stirring occasionally. Reduce heat to low. Stir in hibiscus flowers; simmer 20 minutes. Remove from heat. Allow mixture to cool slightly. Strain through a fine mesh sieve lined with cheesecloth to remove flowers. Cool completely or refrigerate until ready to serve.
